Why?

Why is February 29th chosen to be the leap day over December 32?
February is short, so adding an extra day doesn't ever make it longer than any other months. February is short because two Caesars, Julius and Augustus stole a day from it so their months (July and August, respectively) would be 31 days instead of their original 30. When the need for leap year was discovered it was only reasonable to add it back to the already puny February.
